At the onset of the assignment, the Department of Agriculture conveyed the need for a better request for proposal that would meet industry standards and enable the agency to enforce the scope that was thought to be purchased.

The project utilized insulated metal wall panels and underfloor warming.  Primus was able to accurately specify what the clients needs were and incorporated the project criteria into drawings and a project narrative section for issuance to receive competitive bids. In an extremely competitive market Primus won the bid and successfully executed the construction.
